I have this happen to me yesterday before the patch on Thursday.
I have my household buy those garden plots from Cottage Living and I placed plants in each spot. When they sprout I click on "Water All" and the Sim walked to whichever one I clicked on and then the action disappeared. Interestingly enough though my Sim got Influence Points as if he did water the plants. I tried to click on each one individually and no dice.
Another interesting tidbit though my Sims Mother was visiting and she autonomously decided to water the plants and it worked! Same with my Sim who decided to follow suit and she automatically did it too and it worked. It just didn't work when I used directed her to water the plants.
I had trees off to the side not in planters/plots and they were able to be watered just fine. So it's something to do with the planter/plot I bet.
