I have the same thing, but not quite! If the Sim already has the gardening skill, he does not water the plants in large pots. If the skill is zero, then he waters very actively, but only until the skill grows to level 2! Then that's it, he goes to the flowerbed and does nothing. The game has been updated (1.113.297.1020)!!!
