Move all your plants to plant pots and you can water them just fine.
My daughter and I are both having this same issue. We did not develop the issue until yesterday after we installed the new Business and Hobbies expac. She plays on ps5, I play on a ps4. It started for her first early in the day and then in the evening, mid game and only 1 Sims day since I'd last watered I simply could not anymore. Thankfully we have figured out a workaround. Move all your plants to plant pots.
