If you have Eco Lifestyle Expansion Pack, You can make the hydroponic planter only if you unlock during the civil designer career
I don't have that, and spending extra money on another DLC to fix bugs in this one is not justifiable or reasonable.
If I were a betting man, I’d put my money on “internal procedures and bureaucracy”. Big corporations are full of middle managers that keep reshuffling teams and anything turns into an odyssey of paperwork. (I’m currently seeing this happen on my day work, so I sympathize with the developers stuck in this purgatory.)
