The Caress Wheel Barrench functions as an "art sculpture" that Sims can view. At museums, such as the one from Willow Creek, this can end up in Sims gathering outside to admire this object.
I think this is inconsistent, as other flowers and particularly another similar object from Cottage Living aren't art and cannot be viewed by Sims.
