Gave this a short test and it looks like it might be a visual issue only.
Have you tried what happens if you equip another jewelry ? Does that remove the old ?
Yes, I can remove the jewelry by putting a different piece on the Sim. Equipping a necklace replaces the previously non-removable necklace.
However, the necklace doesn't replace a bracelet or anything like that.Might be some kind of visual issue then. The game thinks it's removed but it's still showing.

Problem 1: The jewelry doesn't remove itself from the Sim.
Problem 2: If you select "Put jewelry on this specific outfit," it then says "Jewelry is used on multiple outfits."
