When i click adopt the sim just picks uo the dog and puts it down, ive tried on different worlds, loaded games, and new games, different houses etc. so it dosent seem to be a mods issue, this started...

Yes this is happening to me too (console gamer). Started after the update before the hot fix. It's not just during adoption events though, when the SIM goes to hug or calm down the pet they just stay holding it for ages.
