When i click adopt the sim just picks uo the dog and puts it down, ive tried on different worlds, loaded games, and new games, different houses etc. so it dosent seem to be a mods issue, this started...

Every time my sim tries to adopt a dog, she picks up the dog then stays in the position of holding the dog. I have tried other sims in the household to adopt the dog with no luck. It ends up with the adoption ending and the adoption agency leaving with the animal.
