[CD] [GTW] Retail worker/vets don't spawn for business as customer/Can't buy

I created a mall in the sims 4, just a mini one with a restaurant. And none of the cashiers, or employees showed up and no patrons. I made it at retail lot and then changed it to just a general commu...

Not quite the same but the pre-patch for Burglars broke vets anyways; they never finished "examining" the sick pets as it had no circle bar around the action; to see what mightve been queued up temporarily added a vet to family while the "examine" being used. But they did spawn then!
