I have the same problem (PC, mods folder moved for testing, makes no difference).
The clinic in Brindleton Bay is completely out of service. No customers / patients, no vets. Signing the pet in does nothing. Nobody comes. The sign-in machine is then blocked ("please wait until the service is completed") until I cancel the "quest" in the upper left corner. Try again, to no avail.
I waited for several hours. I tried on different days of the week. I tried with two families from completely different save files. I tried with a cat and a dog.
I am certainly not going to buy and take over the clinic myself, so... problem!
