Having the same issue as everyone else. The Brindleton Bay clinic didn't spawn any vets, so I placed a new one in Oasis Springs which also didn't spawn any vets. I had the Landgraabs buy the new clinic and hire a vet, but still no vets spawned when I visited from my original household.
