I've had the same following issues today about vets and other npcs not spawning in the vet clinic. It'll be completing empty, wait hours, leave and return still the same. I've repaired the game, removed mods, created different save files and reverted back to old saves where it was working before and still no ones showing up. Not sure if its to due to the current update as it was fine before then.
