My shops are buggy since for rent, but since the 25/2 update they completely stopped working. Before, if I hired employees and do some back and forth between households my sims could shop. PC, whith cc and mccc. Please fix it, it is a huge aspect of some people's gameplay!

This issue has been "spreading" for like 6 months or more in my game.
This glitch has seriously ruined my desire to even play my game since the new patch because this wasn't addressed before an actual Open For Business pack release. It's also maddening that EA is acting like GTW Retail doesn't exist and doesn't work. Hence my rekindling of what's going on with this bug.
It's interesting it's seems to ramp'd up for people since last patch.
It's not just retail lots and vets. It's owned businesses if this "bug" spreads to any household from switching them. Owned restaurants are also affected. When you visit the restaurant it has the employees hired there but no menu, it's a default. Then as a the owner household you can't run it. But the game in map view shows them as the owner. Same as the retail and rental lots.
I believe that the "missing business panel glitch" is related to this problem. Owned businesses seem to be the common denominator. I can't speak on vet clinics though because I have yet to explore that as a business. Technically, apartment buildings are kind of like a business. And that's also a problem.
Something tells me this started when I owned a retail business as an apartment owner. I owned the retail first. I played a household for several weeks without switching which is unlike me. So it wasn't until months after For Rent I noticed the glitch. Then it seems to spread into affected households. I say that because I have some retails that work fine that are owned by households that I just haven't played since this started. Also, if you sell it off it would work fine (like many state above)
I noticed it with my furniture store. It was working fine. But it was in need of a lot of stocking so I switched to stock it with the owners. Then went back to "go shopping" with the original household I was active with. Then suddenly it didn't work anymore. Then going back they no longer "owned it" in the panel, but did on map screen.
Months later I built a gorgeous restaurant where skyline gym was in San Myshuno. I played for weeks without changing households. Built up a functioning restaurant for my game. That takes work to get them trained and get it working right for visiting gameplay when its a household owned restaurant. Went to try it out with another household (cant recall if they owned lots, but I think so) and it broke the restaurant; it didn't work when I went to it. Default menu, employees didn't do anything though they were there. Then I switched back to owner and in game it says I don't own it but in map view it does, and she had no control of it. That was a week of gameplay down the drain instantly
Seems like this is a UI panel call in data glitch / bug of some sort that spreads through the various individual lot saves thus infecting households as you play.
For business minded simmers this is a terrible glitch. So the new game seems pointless and it sucks cuz I want to download it Thursday. Its got me posting on forums for EA to help us! LOL
Hope all this feedback helps. I been trying to figure it out to see if I can fix it by tricking the system but nothing works. You sell it off buy it back, switch households and same problem again.
