[CD] [GTW] Retail worker/vets don't spawn for business as customer/Can't buy

Yeah, I'm annoyed. The new Businesses & Hobbies pack actually got me excited again for Get to Work retail lots and I started planning creating a retail for myself. Maybe buying the business pack later. But when I went to test the retails out because I couldn't remember how they work when you visit them as a customer, I noticed as well that none of them spawn any employees or customers. Couldn't buy anything. I tested many different ways (when another sim owned it, when they owned and sold it, they owned it and hired employees, etc etc.) and none of it worked. So, yeah. Good job bringing new shops in a new EP and breaking all the existing ones in the meanwhile. And I won't be buying the new EP just to get working shops again.
