After the last update, the vet never shows up at the clinic. You can wait forever. No mods. Previously it was ok. I can't spay my cat, she keeps getting pregnant.
this seems to have happened with the last update...there is a report in the bug reports section of the forum. You're not alone. Same thing in my game and many others.
I just had this problem as well. I tried giving the dog a wellness treat when no vet staff showed up, and even that only turned his fur back to the normal color, but he is still throwing up everywhere and acting sick.
I just tried this a second time in a no-mods save and with my mods folder removed. The exact same glitch happened again, only this time with a sick cat. No staff or other patients showed up at the vet clinic, and when I gave the sick cat a wellness treat, the fur turned back to normal looking, but instead of being dizzy (the original illness), he started throwing up everywhere instead. So at least having it happen with all mods removed and in a different save that never had mods in it to begin with tells me that it's an issue with the game itself.
