[CD] [GTW] Retail worker/vets don't spawn for business as customer/Can't buy

I have a problem i tried buying a vet clinic i wasn't able to check in my pet so i tried to place a new vet clinic and i still had the same issue waiting for a vet to appear so i exit the game and tried to repair it and go back into the game it still didn't work and also i have alot of mods and cc but i don't know which mod could effect this if i knew i can get rid of it if it's mod related if it's a bug i hope it get fix soon
