I'm also having this issue just since last patch. I play on PC & I've tested without mods & with and no one shows up for ANY of the unowned retail lots or Vet offices in my game. My sim is a teen, so I cannot say about owned lots.
I've tested with custom created lots, as well as with lots that automatically come in the world. No employees show up. I've removed my cache files, as well as resource.cfg after removed my mods just to ensure all my bases are covered.
Before the most current patch I was not having any issues with employees not showing up to work.
