I am having the same exact problem. It happened the other day in my completely vanilla game. I thought maybe it was because it was at night? (My sim is a vampire lol), however I brought my sim back to the vet in the morning and it was still happening. (No vets at Brindleton Bay vet, but I can sign in to to check my cat in) . I tried today as well but it wasn't working still. My cat Butters is sick , so I hope it gets fixed soon.
