I just found this bug a couple days ago. Before then, retail lots were working fine for me. I built a Bookstore Retail lot, had a random Sim buy it and set the items I wanted for sale, and sold the lot. I then moved that Sim who had bought the lot moved into Unplayed Households and marked Unplayed. When I selected my current Sim to visit, no employees spawn or visitors.
