I do have mods in my game but I’m also having the same issue with the vets. No one is spawning to be the vet when I show up or when I sign in. Also I noticed npcs and animals are also acting very strangely at the park across the street, as in just entering and then exiting and leaving, not sure if these are related issues or not.
