I can confirm this issue.
Vanilla game - mods removed - all saves deleted - caches cleared
Retail Issue: Retails store does not spawn employees | Sim cannot purchase items even though the purchase tag shows over object | Sim is still able to buy clothing from mannequins
Veterinary Issue: Veterinary Lot does not spawn employees on arrival | Sim is able to check in and activity starts |Veterinary staff still does not spawn | Must cancel activity to leave lot or be stuck indefinitely
