I am also having this issue. I can run a retail store but when my sims try to visit one no employees show up and I can't purchase anything.

Did you try switch lot into residential and back to retail?I am not going to buy the new pack that I don't want just to fix what the update broke. EA needs to fix the existing packs I bought because I did want them (Cats & Dogs).
Is there a confirmation that the new EP fixes the issue as some simmers here are suggesting?
Buying the new pack to fix an existing one is a terrible proposition to make.
