I am also having this issue. I can run a retail store but when my sims try to visit one no employees show up and I can't purchase anything.

Did you try switch lot into residential and back to retail?
I am not going to buy the new pack that I don't want just to fix what the update broke. EA needs to fix the existing packs I bought because I did want them (Cats & Dogs).
Is there a confirmation that the new EP fixes the issue as some simmers here are suggesting?
EP's are usually not fixing any issues, only patches do. We need to wait for the next laundry list and patch unfortunately for this to hopefully work again (IF they fix it in the next one, sometimes it takes years for the team to fix an issue.. 😢)
Buying the new pack to fix an existing one is a terrible proposition to make.
