This has been happening to me, too, but I just noticed it happening yesterday. I have tons of mods, so I took out the folder (along with the tray and saves folders), deleted (almost) everything, and ran a new game to test it. Same thing happening. I take my Sim to a retail store, nobody shows up, can't buy anything. Restaurants are working fine, though.
