I just wanted to re-iterate that owned restaurants are a problem as are residential rentals that are owned by an active household. I didn't have problems with "community lots" including residential rental apartments.
This is before last weeks patch. Between the weather inside and broken businesses everywhere most of my households aren't playable correctly right now for my gameplay. So that and PEPS has me not even playing my game.
I just built one two weeks ago and moved two families in. It's when they are owned you can't actually run them. Like the other... businesses. LOL
Just so sad not to be enjoying OFB 2 right now!
I've tested owned restaurants multiple times and never had an issue with them. Do you have no employees showing up there too or a different problem ?
What's the problem with owned r-rentals ? They don't have employees so it sounds different.

Let me first say I have the business panel glitch as well and I know there is a thread for that. I think the UI panel spreads this bug. It's weird that new lots work fine then you switch and it fails as if it's not calling in the correct data so it fails. Then you sell the lot off and it works fine when you visit. Mind you that "panel glitch" only occurs when you switch households. If I go right now into a household I haven't played since this bug started it will show my owned businesses and be fine. Edit: Including this specific retail glitch only occurs on lots that were owned by a household I had played since the bug started. Then I will switch households and go back and it will be like the other "infected" lots/households where it doesn't show as owned and when you visit them they don't work but did prior to. Then you can sell off, buy it back with same family and it will show as registered in the panel. Switch households and go back to it and the panel will show it as not owned, like the apartment rental lots too.
Restaurants - It's very similar... before switching households from a custom new restaurant I built and trained employees for Sim weeks to be efficient I switched households to another and visited restaurants as guests. The employees I had hired and trained were there, the game filled in the other employee slots with NPC's as it typically will do , but they didn't do anything and the menu was not the one I worked so hard on it was a very weird default, randomized menu I don't think even exists in game. So I went to another "owned" restaurant as a guest I hadn't played and it was the same issue. Then I went to see if the panel glitch was within the owned household. Sure was.
Residential Rentals - Work fine when you use them just to live on and rent. If you start a new owned apartment rental lot and play it works great. Soon as you switch households and go back, it shows as owned by the household in map view but there is not functionality when you are the active household and try to run your apartments and do landlord things.
My first experience of For Rent was a fake apartment building with roommates. I got rid of all of them and converted to a owned rental property. He already owned a retail store with electronics. I played for human weeks just obsessed with all the crafting selling managing gameplay. So fun. Then I started exploring other options with For Rent. It was months before I noticed the issue. So I played with non business owners for months not wanting to "infect" anymore households with the panel / retail glitch. I definitely think they are linked somehow.
I got tired and gave up diagnosing it sorry I don't have more info. I shared all this in hopes you can share it with the right people at EA.

I would make a new thread for the restaurant issue (don't think we have one for that but there could be very old ones)
R-Rentals have so many issues and I haven't really played with them so I don't know if the same was reported in other threads. The business panel one does have it's own thread and it's best to post all your findings about that in that thread.
There's both a compiled list here for issues reported in the new forum and the old one in the archive that you can check if there's a similar thread already.
