Today's patch also mostly fixed this for me as well. I am not sure if the remaining bug is new or has always been a thing since I never tested it before now.
I can now buy items from a retail location, but I can also pick items up and drag them to my inventory. If I put them back they are no longer for sale and the tool tip says I don't own them.
I am playing through the packs and have only gotten to Romantic Garden so far, so I do not have any useful info about Cats and Dogs or Dine Out. Although Dine out is next on the list.
Could you please make a separate thread for that. Are you charged when you drag it to your inventory ?
