Are you using mods/cc ? Three are a few issues with service npcs not spawning though restaurants should work.
Retail has issues if you an NPCs own the retail lot but if it's your own or if you just visit an unowned one (never owned) they also work for me.
Do the game ones work ?
Hi, no mods or cc ever used and I'm on a mac.
I tried visiting one unowned store that I downloaded from the gallery ages ago (the maker might have had a sim run it at some point I guess) and that worked fine.
I had my sim owner buy back their original store, switched households and tested it. It had reverted back to no workers and not letting visitors buy anything again.
