[CD] [GTW] Retail worker/vets don't spawn for business as customer/Can't buy

There are no accessible vets in my game. Once the "original" vet at Brindleton Bay retired, I tried to bring my sim and her pet to the clinic and there were no vets. I bought the vet clinic and leveled up my sim's (sim 1) vet skill solely so she could treat her pet. When I started playing a new house, I tried to bring my new sim (sim 2) and her pet to the vet when the dog got sick, but no vets would spawn. I tried to sell the vet clinic so no one owned it, still no vets. I made a new household with the sole purpose of my new sim (sim 3) buying the veterinary clinic to ensure it would always be listed as "open," but when I switch to sim 2 to bring the dog to the clinic, no vets are there. Please help!
