I'm having the same issue, in my case it's the stores (I haven't tested the veterinary clinics yet) and the only way I managed to get them back up was by building them on the Magnolia Promenade lots, but.. I DON'T WANT TO BUILD THERE, GOSH! Anyway, that's been my temporary solution.
