I don't know if anyone has already suggested this but I tested yesterday changing a Retail Lot to a Small Business Lot to see if my Sims could make purchases there, since they currently can't buy anything in all my deserted Retail Lots. I took all the items off Sale by taking them into my Personal Inventory and then placing them all on Ingenious Ingvar displays instead. This is a bit of a pain with wall displays as those stands only hold a small amount of 6 wall items but at least they do hold 9 paintings. I then got my Sim to sell the lot so I could change the lot type to a Small Business Lot. They then purchased it again and registered it as a Small Business using the phone. She opened the lot and customers arrived. I visited a few times with another household and could finally make purchases (yay!)
So for anyone else frustrated that Sims can't purchase anything from Retail Lots, if you have Business & Hobbies then this could provide a workaround and get your Sims shopping again. I'm going to do a few more of these now because I use my stores a lot to stock collectibles and creations for my Sims to buy.
Edit: update, this is working for 1 owned retail lot per Sim but if they own more than 1 I'm running into problems which I've reported on the appropriate bug report. Just wanted to add that for anyone who tries this.
I did not know the retail stores were still not working. After the patch mine all started working fine. I hope you find a better fix. I love my retail stores and would hate to have to play without them.
