Im having the same problem
I'm also having this problem. A sim I play owns the vet clinic. If I play a different household and go to the vet, there's nobody there. I tried going to the vet owner's household, opening the clinic remotely, and then going back to the sim with the pet and going to the vet, still no employees. I also tried having the vet travel to the clinic and open it. When I switched to the sick pet household and traveled there, one of the sim vet employees was standing at the door but walked away and vanished.
