[CD] [GTW] Retail worker/vets don't spawn for business as customer/Can't buy

Im having this problem with a retail shop I built in magnolia promenade that I had one of my households buy to own. When going to the retail shop while playing as another household to buy things as a customer the shop has no employees, no other customers, and I can't interact with the items on sale but hovering over them displays a price tag symbol. Oddly when going to the retail shop with my ghost sim he was able to autonomously steal 4 items that are for sale in a short period of time by using the enhanced kleptomaniac trait reward even though I cannot select any option to interact with the items on sale. When I went back to my ghost sims home lot I opened up build mode and placed the items he stole into live mode but I still couldn't interact with them and a price tag would appear when hovering over them. The only thing I could do with them is sell them through build mode. I uploaded a copy of the retail lot I made to the gallery and its called "Geoff's Collectibles"

I am also having this issue with brindleton pawspital that another one of my households bought and owns.

I have no idea when this bug started for me since I haven't played in a couple of months and I don't usually use vet or retail lots.

I have all packs except: businesses & hobbies, kitchen clutter kit, golden years kit, restoration workshop kit, sweet allure kit, sleek bathroom kit, business chic kit, refined living room kit, casanova cave kit, secret sanctuary kit, comfy gamer kit, cozy kitsch kit, sweet slumber party kit, urban homage kit, modern luxe kit, poolside splash kit, grunge revival kit, bathroom clutter kit, simtimates collection kit, pastel pop kit, first fits kit, moonlight chic kit, decor to the max kit, carnival streetwear kit, modern menswear kit, incheon arrivals kit, fashion street kit, country kitchen kit.
