I am on PS5 and having the same issue. My PS5 and Sims game are up to date.
Although my sim did not buy this store. I built a bakery for Newcrest and once completed set lot type as Retail, met all the requirements and saved. However when visiting no one shows up...either workers or customers. My sim is the only one there. I cannot edit the lot either (ie: with bb.enablefreebuild) but only through the manage worlds. I would love to purchase the new Businesses and hobbies pack but to be honest with my community lots not working and no sims showing up and retail not working I am not inclined to put anymore into what was once a great game, but now broken in almost all packs.
