Pastry Chef is level 7 of the Culinary career in the Chef branch. When I hovered over the job icon to check the job level I got the following tooltip.

Pastries are a tricky thing to master. They must be delicious enough to justify the calories, but also beautiful enough to catch the customer's eye. Priscilla is branching out into real food artistry!

As you can see, the game is telling me that Priscilla is at job level 9 when in fact she's only at job level 7. It's probably just a typo and it's probably been there since TS4 was released.
