The one in the screenshot is a Sim from my gallery, I played her in a save that I deleted some time ago. She's not from the save where I first noticed the issue. I also tested this in a new save where I used a brand new CAS-generated Sim, same issue.

Oh no, I wouldn't think the pack would fix it. I just wanted you to know it's not something that started after installing the new pack.

Yep, I did that before posting here. I ran a repair and deleted both of the cache files - localthumbs and the new textures one. There was no change to the issue.

Any time there's a major game update I save a copy of all my Sims 4 files (both from program files and from documents) to an external hard drive before installing the update. That way if I experience a game-breaking bug I can revert my game to the previous version and play offline until a fix is released. When I say I loaded a previous set of save files I mean I moved my current and up-to-date files onto the external hard drive, then replaced them on the C: drive with the version I saved prior to the update. I was playing with the game as it existed prior to the 2/25 (1.113.277.1030) update. I had no issues with the interactions in that previous version.
After making my post here I continued to try to resolve the issue. I have my current save files backed up onto my external hard drive so I wiped all Sims 4 files from my computer's C: drive (both documents and program files). I reinstalled the game and re-downloaded all my packs & kits, then I gave it a break as it was getting late.
This morning after reading your response I started a new save file with a new Sim and tested it again. It's better but not completely back to normal. On the first interaction the Sim will pace back and forth next to the animal and when the animation for the task plays it's shortened, sometimes not in the right place relative to the animal. Subsequent interactions play out normally until the Sim leaves the animal's area. When they return, again the first interaction causes the pacing and incorrect animation. I tested this with both a CAS-generated sim I placed on Cordelia's Secret Cottage and with the same premade you used to test (Watson family). I had the same result with both.
I'm really kind of at a loss here. If there are any settings either on my PC or in my game that I can mess around with to try and correct this please let me know. I appreciate your help!!
