For the mannequins, it has been considered By Design for the Design tool not to work for these.
The game recognizes them as Sims, so thats why you cant recolour them once placed
When the Design Tool is selected and you click on an item that cannot be customised, the red pop-up shows up as normal, but it doesn't disappear, even after clicking away, removing the item, exiting out of the design tool or even exiting bb mode. It happens with all items that have no swatches, base game and from packs. I have no mods installed and have never used them. I'm on PC.
