I have the same problem, my Sims live off the grid and can make Tomato Soup the same way.
One serving of Tomato Soup costs 1 Onion and 1 Tomato.
Four serving of Family Size (4) Tomato Soup costs 1 Tomato.
Before realizing this was a bug and seeing this thread my Sims had been living off family size tomato soup as they currently have no onions. While it's worked in their favor this seems to be an oversight.
