Despite most phone interactions being disallowed on an Off the Grid lot without any power production, you are able to list items on Plopsy while on said Off the Grid lot which lacks power production.
What I did to test. after noticing it in a modded save:
Start a new save with mods disabled, and chose to play on The Shipping Views (an Off the Grid lot in Evergreen Harbor. Placed an easel on the lot. Completed a painting, and listed it on Plopsy while on the lot.
