After I noticed the cafeteria worker issue with the most recent (console) update, my sim traveled to 3 different community lots and found two of them completely empty, with no staff and no visitors. There were only a couple of sims wandering around the neighborhoods far away from the active lots.
The first one was the original bar in Ravenwood (unmodified) - there was no bartender and no other visitors. The second lot was the lounge in Ravenwood, which seemed to be working normally with a bartender and many visitors. The third lot was a gym in Windenburg that was also completely empty, with no trainers or visitors.
There seems to be a major issue with community lots right now; it used to be only an issue with Marketplace lots but now it has spread. I haven't visited any other bars or gyms since the update so I don't know if it's lot-type specific but I'll update here when I do.
Update: sims did eventually show up to the gym lot, it just took awhile (at least 1-2 sim hours). But my sim has visited a bar in Windenburg that was completely empty with no bartender or visitors showing up for 4+ sim hours and a cafe in Windenburg that was also completely empty, no barista or other visitors. I think hired a vendor for a food stall placed on the lot, and after his shift the vendor did not leave the lot but instead took a nap on a sofa, just like with the cafeteria worker issue.
