I just downloaded the recent update earlier in the day 4/29/25, which I presumed automatically turned off mods though I do play with a few script mods like UI cheats, MCCC, BBB and a UI color mod.

Yes to both! All of my sims have tattoos and I have one mermaid in the game
I would refrain from using cc tattoos on mermaids for now. Just go with base game ones to be on the safe side.
