[DO] Food not arriving

I didnt create any social event to take them there, I just travelled using the phone and selected certain sims to come with.

This issue happens any time with or without events 
no mods or cc vanilla player

16 GB RAM

15 GB memory 2nd SSD 1TB

11th Gen itel Core i5-11400 H @2.7 GHz, 2688Mhz

I have been adding some restaurants to my save recently, just to have some variety of venues for sims to visit and have been noticing this. I haven't encountered it as a customer, but rather than let the game spawn new randos for the restaurants, I have been using some of the pre-made townies and giving them restaurants. the Calientes and the Pancakes specifically, not that it really matters. so I played as them for a bit to get the restaurant going, hiring all the necessary staff and whatnot. And they mostly work fine, but just, every once in a while, a group will arrive, and be seated and then..... nothing. they will be sitting there for AGES and no food is delivered, tehre is no option to prioritize their food, nothing, they are just stuck there, getting angry because they aren't getting food. all you can do is close the restaurant to force them to get up and leave, and  then re-open it.  

Dine Out is bugging as it is the sim order the food and it seems like forever and a day the food would be delivered to you. The waitress is bringing out food to NPC Sims who came after you. 

LS and DO they have you waiting and waiting and waiting until finally they deliver the food and there's nothing on the table the Sims didn't get home until almost mid night waiting on the food when they got to the dinner date at 5 pm and starving I had to give up the table mind you they were on a date and it failed. 

I play with no mods, on PC Windows, I have all the packs.
