Conversation Window shows empty romance/friends bar before introduction

Sometimes when you go to introduce yourself to a new sim, it will show a blank romance level. This goes away shortly but still happens frequently enough to be annoying. The romance bar isn't supposed to appear unless you have done romantic interactions with that sim successfully.
