I've experienced the same issue. There was a tenant revolt; my landlord talked to three tenants and promised better conditions. The protesting sims put away their signs and went back to their apartments, and the game indicated that the tenants had corrected the issue, not the landlord. Later, a tenant's oven exploded. My landlord sim replaced the oven and got a playful moodlet indicating the the tenant had solved their own problem and that the landlord had gotten away with doing nothing.
I play on PC and do not use mods with the Sims 4.

Still no updates on this? I am tired of failing every maintenance event even though I resolved the problem.

I am having the exact same issue on my Mac as well, with no mods. Do we drop the link to the save files just in this thread or do we send it to someone specifically?
