Is this what you are seeing or just the tenants moving out ?
I'm not sure how much more clearer I can be honestly, since this game is obsessed with everything being randomized it's a random chance that they move out autonomously despite my five star ratings of each unit which I do everything I can to maintain, and more often than not do in fact.
