Can't find any other similar reports here or on AHQ. Not sure what's going on in your game.

Mine personally don't often notify that they failed, but rather succeeded instead, however sometimes I get a notification that they've been unsatisfied for quite some time or whatever and that they vacate the units regardless, I always call the expensive contractor so it'll most likely succeed than fail, because I don't feel comfortable going through loading screens every little while, most simmers just unfortunately don't pay enough attention, I stay home most days with my Nana in real-life, so I've pretty much been forced to study the game personally with all the crashes I've experienced and bugs I've discovered.
