The world selection screen is blank and unresponsive; I cannot choose a world or lot, so the save cannot start. The list of residential worlds and their maps should appear so I can pick a world and move the household into a lot, but it doesn't. Fresh Sims 4 folder created automatically on launch (no saves, no mods) still keeps doing that

Gabuciooo Please double-check that there are currently no mods or custom content in your new Sims 4 folder. If a cloud syncing service like OneDrive is running, even if you never deliberately use it, older files could have downloaded again.
If that's not the case, please repair the game. In the EA App, click Sims 4 > Manage > Repair. In Steam, right-click Sims 4 and select Properties > Installed Files > Verify integrity of the game files.
