I have the same problem in any world where I have two or more rental lots and families (active or non active dosen't matter) live at the lots. The issue don't accure if the rental lots are empty/not lived in
Only way for me to fix it is to uninstall For Rent and the lots automatically go back to residental. I use no mods, reshade or anything that alters my game (i only use EA sold packs). Same problem accure if I reinstall For Rent and place two or more rental lots with one or more families
