Ideas
The steps described did not work for me because i had no family in San Myshuno. However. I disabled For Rent in Pack Selection. Then i restarted game and it automatically switched back my Penthouse lot to residential which then allowed me to use the lot normally again.
Then i just enabled for rent again. For Rent is just a hot mess.
