I have this issues with AND without mods. Even removing mods from the game itself via the file explorer, I still get this issue.
I have repaired the game, still have the issue.
I made sure it wasn't my internet (it rained & Spectrum in my area isn't a fan of rain).
It happens with a new save file as well.
