[GF] Paparazzi autonomously treat service-Sims as celebrities

Paparazzi spawn on community lots (e.g., gyms, bars, lounges) and surround service-Sims (e.g, bartenders, masseurs) as if they were celebrities.

FWIW, I first noticed this behavior in a save created with default configuration changed so that Sims start out of the spotlight — due to another bug, the whole save had no actual celebrities, as per this report [GF] Premade sims don't have any fame level | EA Forums - 11870272 

After changing the configuration back to the default, the save started spawning randomly generated townies with actual fame, but the paparazzi still behave as if all service-Sims are celebrities. 

On a related note, the default celebrities with no fame due to the linked bug report still attract paparazzi. For example, Thorne Bailey playing guitar at the Orchid a GoGo will be surrounded by paparazzi and autonomously pose for them, despite having no fame. However, a paparazzo spawning in any bar will go towards the bartender and perform his animations of calling out and taking photos as if the bartender were a celebrity.
